What regulating authority can I go to regarding my mortgage company (Morgan Stanley) escrowing my home insurance payment, but refusing to pay the premium now that it is due. I saved all the documents from my closing that show the payment is escrowed, but they are saying call back in a week or two, at which time my insurance will already be cancelled.

For consumer assistance regarding an issue with this institution, please contact the OCC directly here. Under RESPA rules, the escrowing lender must pay bills such as those for taxes and insurance, not only when they are due, but early, if a discount is offered.
