Suspected Bank Fraud and No Cooperation

I opened an account with a bank which does offshore transactions. I found out that someone opened a bank account in my name in China, contacted the bank who moved my money into that Chinese account. I have spoken to my bank and asked them for documents that were used. The normal way that I asked for a transaction to be done was by e-mail. It seems the fraudulent transactions were done from a Yahoo address and the bank staff member involved lied saying that I called in to change my usual address.

$25,000 has been stolen, and now my bank seems to be putting all its effort to implicate me in stealing the money. What recourse do I have? The bank was negligent to transfer my funds without going through security checks, moreover I would suspect that it is an inside job. A staff member could have opened an account in China using my documents and transferred the money. Please help as this is all the money I have. I can't afford heavy legal fees.

U.S. banks are obliged by law to investigate a customer's claim of any form of identity theft, and any alleged unauthorized transfer. If you are dealing with an offshore bank that is not subject to U.S. banking laws, you may or may not have similar protection under the laws of the country to which the bank is subject.
