Freezing a Joint Account for One Collection

Can credit card lawyers freeze an account if there are two on the account, but only one they are after for collection?

Yes. Joint owners have equal rights, so either owner can withdraw all the funds. The lawyers with a judgment will seize the entire balance for any account on which the debtor is an owner. This is done through a court and isn't at the will of the attorneys.
