Can a minor open a savings account with someone who is not a parent or legal guardian?


This will depend on your state laws. In some states, a minor is empowered to open a deposit account without any co-owner, including a parent or guardian. In some states, the parent or guardian must be on the account and still others say that a parent or guardian must be added, if they request it, but need not be there as a matter of law.
