Net Charge-offs Taken from Account: Legal?

I had two checking accounts. One charged off and was sent to NCO two years ago. I paid them at that time. Last week my bank took the charged off amount out of my account and sent the payment to the collector without notifying me. Is this legal?

Presuming "NCO" is the collection agency, if you paid the debts, no, they may not be collected again. The collector should have record of your payment, as should you. If the accounts were not paid in full, and the bank was still the owner of the debt, then yes they have the right to setoff your deposit account against what is owed them.
