Trustee Splits My Inheritance: Legal?

I am a beneficary on my father's checking account. The bank released it to the successer trustee, who put it into the family trust, and won't release it to me. He wants to split it among siblings. Can he do this? Can't he get in trouble along with the bank that made this error?
