We recently changed banks and then went to the old bank, as it is in our shopping parking lot, to get change for our registers, and we were told "you don't have an account here anymore so we cannot give you change". I was shocked...and frankly insulted. I get that they are mad we changed, but it needed to be done, a whole other story. Anyway, I want to know if any bank has the right to refuse somebody when they want to exchange money.
Fulfilling change orders, particularly for businesses, is a service the banks typically provide for their customers. Some banks charge a fee for the service. Few banks provide the service to non-customer businesses. Don't consider yourself insulted; it's just the way many banks do business today.
