I deposited an out-of-state check to my checking account via ATM. When I checked my online banking, it says "C" for clear. Does that means the check cleared or that the funds are available?

Regardless of whether the bank has made the funds available to you, if the check is returned unpaid, the bank will have the right to charge your account for it.
