Using Mother's Tax ID

I have a joint account for my mother with my brother under her tax ID. We both have Power of Attorney for her. She is going through uncontrollable spending and I would like to open an account for her benefit, to pay her bills, under her tax ID, but make it so she cannot access it. Is this possible without creating a guardianship account?

Your power of attorney gives you the authority to act on your mother's behalf, but it doesn't give you the right to deny your mother the right to act for herself. If you believe that your mother is incapable of managing her own money, you should talk to an attorney to learn about a conservatorship or similar court-ordered status. As you may imagine, obtaining such an order could be difficult and cost you much more than you are willing to give up in your relationship with your mother. A better approach would be to try to work with your mother to convince her to let you and your brother help her better manage her spending.
