I am a POA on my father's account. He is out of the country, and his CD account is due. I want to close it and go to another bank that pays a higher rate. Can I open the account as a POA, without him here to sign?

As attorney in fact for your father, you probably have the authority to complete the transaction. The actual wording of the power of attorney document may affect that authority; however, it will be up to the second bank to determine whether it will accept the deposit on your father's behalf without his actual signature and presentation of his ID. Check that out with the new bank before you pull the funds from his current bank, where it may be easier to renew the CD.
