I have a POA for my mom who is 102. I am also jointly on her bank account and CDs, along with my sister. Can we take my mom's name off the accounts with a POA?

You can't do anything using the power of attorney to change the ownership of the account under most states' laws (definitely not the law of the state from which you appear to have written). However, if you or your sister is a joint owner with your mother on accounts, as joint owner you generally have a legal right to close the account and, of course, reopen another account in your own name(s). That is a much better way to handle such things, because it creates a clear separation of ownership from your mother, which seems to be what you are trying to accomplish.
