The best guess that can be offered as to that phrase is that the bank representative is suggesting you get a durable power of attorney from your mother, which would remain effective even as dementia takes its toll. Your sister should review her power of attorney to see if it includes language that gives it continuing effectiveness. It's likely that it does, since you have said that she is managing your mother's affairs currently. If that is the case, the power of attorney should give your sister authority to act on your mother's behalf in getting the funds from your later father's account.
