If your power of attorney gives you the authority to open bank accounts and transact business on your husband's behalf, how you proceed will depend on whether your husband is available to act on his own behalf. If he is not, if he is serving with the military or is otherwise incapable of visiting the bank, the bank may be able to work with you to open the account for your husband without his personal involvement. You'll have to contact the bank (or banks, if you haven't yet selected the one where you want to do business) to ask for specific guidance on what it requires to open the account.
On the other hand, if your husband is able to visit the bank, getting the account open and then adding your authorization as his attorney in fact should be fairly routine. Again, contact the bank to determine what documents you'll need.
