Opening an Account with Poor Credit Rating

I have a friend who has a very poor credit rating due to past circumstances. He wants to open a savings account with direct deposit, but no one will let him open it because of the credit rating. Is there anything he can do about this?

Keep trying. Not every bank checks credit reporting agencies when opening savings accounts, although many do. If he lives in a small town with limited banking choices, finding a bank that will accept a savings account may be more difficult.
