I changed banks because the bank moved. I am disabled and receive Social Security Disability Income and opened a direct depositaccount with Chase. I was told that due to bad credit, I could not write checks and could not open a savings account at all. I have a basic checking account and am being charged $10 a month for use of an ATM card. Is this an unfair practice? I can't comprehend why I can't open a savings account with a direct deposit guaranteed by the government. I have never written a bad check, but I have defaulted payday loans and credit card payments.

The bank is under no obligation to open an account for you, and it appears to have a policy against permitting even a savings account in the event of a poor credit history. Some banks will open a savings, but not a checking, account in these circumstances. The bank could have refused to open even the basic account you have. If you are not satisfied with the options available where you currently bank, and have an option to use a different bank, it would seem reasonable to find out if you can get service more to your liking elsewhere.
