American wants to Open Canadian Account

I am an American citizen who would like to open a savings account in Canadian dollars. I will be in Canada next week. I cannot find a straight answer anywhere.

Can I open an account, and if so, where? I will have a passport, drivers license, and cash. I will be in Toronto and Halifax.

The bank should be aware of any local laws affecting your ability to open such an account. You should be aware that you may be responsible for revealing the existence of such an account under IRS regulations when you file your U.S. tax returns.
