Can a bank pull money out of my savings account to make a payment without my permission?

There isn't sufficient detail here except to say yes. If a court ordered your bank to pay some or all of your funds, they would be legally required to do so. This may be because you lost a suit or failed to pay taxes, as two examples. If you owed your bank money and had a deposit account with them, they can setoff these funds to pay your debt to the bank. If you wrote a check and there was insufficient funds, by agreement, money may be transferred from your savings to your checking.
