Can my savings account be overdrawn when I don't own a debit card to draw the money out of an ATM?

The technical answer is yes. You could have drawn the account down to zero and incurred a fee. The fee would be charged after the withdrawal, placing the account in a negative. There could also have been a debit against the account that the bank paid, which forced the account into a negative.
If your account is negative and you don't know why, ask the bank for a statement showing your transactions. A savings account won't normally go into a negative balance, but it can happen.
