Whether or not a bank has the right to impose a fee for transactions is independent of Regulation D. The regulation is silent on the question of fees. Subject to any state law limitations, a bank can establish its own fee schedule, and it can include a fee for exceeding a transaction limit set by the bank (which may or may not relate to the transaction restrictions in Regulation D that affect savings and money market accounts).
