I was recently "spear phished" out of $2500.00 by a third party who used eBay as a cover for the transaction. Is there any way for me to recoup the money if the transaction was done via MoneyGram?

A quick review of eBay's protection program showed that it does not include MoneyGram and similar services as approved payment methods. That may prevent you from obtaining any assistance from them.
