I saw a 1991 series EE $100 bond the other day at a yard sale for $20. The bond had all the person's SSN on it. If I bought it, would I have been able to redeem it when it matured, even though it had all of the other person's SSN on it?
Savings Bonds are not transferable or negotiable. If you had purchased that bond, you would probably have been left with nothing other than a piece of paper with someone else's name on it.
