I am already in the service and have orders for a Permanent Change of Station (PCS) overseas. Can I request interest rate relief as a result of this move?

The 6% rate cap applies to pre-service debt. Being able to request the rate reduction is not triggered by your move, but by your being called to active duty or enlisting. If you have pre-service debt you can request the 6% now, but you could have done so when you were activated or joined as well.
Your PCS orders can trigger SCRA benefits helping you terminate rental/lease agreemments that you have. See Title III of SCRA for these benefits.
