Estate Account for One Not Deceased?

Can an appointed conservator open an estate account for his incapacitated mother who is not yet deceased?

You should seek counsel on taking over your mother's affairs as a trust or conservator/guardian, as there is no need for an estate yet. There would be no authority to handle the assets as an estate.
